Here it says that that Yisrael did not heed the Shofet. Verse 19 says that after the Shofet died, they returned to sin!

Malbim (16): Some Shoftim, e.g. Osni'el and Devorah, Yisrael heeded them, and the salvation was for the entire life of the Shofet. Some Shoftim, e.g. Ehud and Shimshon, "Saru Maher" (they returned to sin in their lifetimes), and the affliction returned in the life of the Shofet.
