Ramban #2: It means 'in addition to' - that he should add loaves to the Korban, the Matzah loaves to the Chametz loaves, 2 and all of these he should add to the Korban. 3

Menachos, 79b: "Al Todah" comes to include 'the babies, the Chalifos and the Temuros' 4 in the Din of a Todah. However, based on the (suerfluous 5 ) word "Vehikriv al Zevach ha'Todah", they do not require loaves.
