The Kollel replies:
The "Makshan" (questioner) in the Gemara understood that the Chiyuv to build the Kosel was even if it hadn't fallen down. The only reason that the Reisha mentioned about a Kosel which had fallen is to teach that even if it had existed previously, one cannot force the neighbor to rebuild above the height of four Amos.
