The Gemara here is saying that the deeds of Tzadikim exceed the sand of the sea. Based on the Gemara in Sanhedrin (Daf 90a), the Pasuk you quoted is saying that all of Yisrael are potential Tzadikim and are entitled to a portion in Olam ha'Ba - provided they don't lose it.
