The concept of Semuchin is learned from the Pasuk Semuchin la'Ad l'Olam. However we still need an indication that the two words were juxtaposed in order to teach us a new Limud, rather than mere logical sequence. When one is extra we see that the Torah placed it here for the explicit purpose of teaching us something.
