If the airuv falls down on shabbos such as where a string snaps, may we tell a goy to fix it ("tzorach rabim"? Would we need to specifically say to "tie it in a bow" as so its not telling a goy to do a melacha of permanent tying?

The Kollel replies:

The Remah (O.C. 276:2) quotes the opinion of the Ba'al Ha'Itur that one is allowed to tell a Goy to even do a Melachah d'Oraisa b'Makom Mitzvah. The Remah himself, and many other Poskim, say that one should only rely on this opinion when there is a great need, as it is a minority opinion in the Poskim (One must look into the Poskim regarding when this leniency is usable, and should not rely on their own interpretation of a great need). The Mishnah Berurah (276:25) says that a broken Eiruv fits the criteria of a great need, and if need be, one can even rely on the Ba'al Ha'Itur to tell a Nochri to fix the Eiruv. In this case, it does not seem that one would need to tell the Nochri to tie it in a bow.
