What is the reason that the Mitzvah of Challah cannot be done by giving the Kohen flour, before the dough is mixed?
It’s more befitting if the Kohen gets dough ready to be baked, so he doesn’t have to bother to bake it himself.
The Torah tells us to give Reshis Arisoseichem; the first of your dough, as Challah. There is no Mitzvah before this point!
