SUMMARY
1. According to Rebbi Yehudah, if Beis Din issues an erroneous ruling regarding Avodah Zarah, and seven Shevatim acted upon the ruling, all twelve Shevatim must bring a Par and Sa'ir. 2. According to Rebbi Shimon, the seven Shevatim that sinned bring a Par and Sa'ir. The Beis Din also brings a Par and Sa'ir. According to Rebbi Meir, only the Beis Din brings a Par and Sa'ir. 3. If the owner of a Chatas dies, the Chatas is left to die. 4. When the second Beis ha'Mikdash was built, twelve Parim and Sa'irim were brought to atone for the generation of Chizkiyah, which worshipped Avodah Zarah b'Mezid. 5. Beis Din issued an erroneous ruling, and the majority of the people acted upon the ruling, and then designated a Chatas. The Korban may be brought even if one person from the Tzibur died. If one of the judges of the Beis Din died, the Korban may not be brought. 6. A Par and Sa'ir of Yom Kippur were lost and replacements were brought. Afterwards, the original Korbanos were found. They are left to die, according to Rebbi Yehudah. According to Rebbi Elazar and Rebbi Shimon, they are put out to pasture. 7. Efraim and Menasheh are considered two separate Shevatim only with regard to the inheritance of Eretz Yisrael, but not for anything else. 8. Rebbi Shimon says that in five cases a Chatas must die: the offspring of a Chatas (which has the status of its mother), the Temurah of a Chatas, a Chatas whose owner died, a Chatas whose owner brought another Chatas in its place, and a Chatas which was not offered within a year. 9. If the Kohen Gadol rules erroneously for himself and acts upon his ruling b'Shogeg, he must bring a Par. 10. If a Kohen Gadol rules erroneously b'Mezid and acts upon his ruling b'Shogeg, or if he rules erroneously b'Shogeg and acts upon his ruling b'Mezid, he is exempt from a Korban.

A BIT MORE
1. Rebbi Yehudah maintains that the people bring the Par and Sa'ir, and not the Beis Din. Even those Shevatim that did not sin must bring a Par and Sa'ir. 2. Rebbi Shimon agrees with Rebbi Yehudah that the people bring a Par and Sa'ir. He maintains that the Beis Din also must bring a Par and Sa'ir. He also maintains that only the Shevatim who sinned must bring a Par and Sa'ir. 3, However, if it is a Chatas of the Tzibur, it may be brought even if all of the members of the Tzibur -- who were alive at the time the obligation to bring the Chatas took effect -- have died. 4. This was a Hora'as Sha'ah (an exceptional ruling). A Korban does not usually atone for a sin committed b'Mezid. 5. Rebbi Meir maintains that the Beis Din brings the Korban, not the people. Therefore, if one of the judges of the Beis Din died, it is a Chatas whose owner has died, and the Chatas is left to die. 6. Rebbi Elazar and Rebbi Shimon maintain that since all of the Kohanim are the owners of the Korban, it is considered a Chatas Tzibur, which is not put to death. 7. They are two separate Shevatim for Degalim. The Degalim are considered the same as the inheritance. Yakov Avinu divided up the portions in Eretz Yisrael and he also set up the Degalim. They are also separate Shevatim with regard to Nesi'im in order to give them honor. 8. Only the Chatas of an individual is left to die, according to Rebbi Shimon, not the Chatas of the Tzibur or the Chatas which belongs to partners. 9. A Kohen Gadol brings a Korban Chatas only if he acts upon his own erroneous ruling. He must bring a Par, not a lamb or a goat. However, if he commits an Aveirah b'Shogeg without first ruling erroneously, he is exempt completely. 10. However, if the Kohen Gadol rules erroneously b'Shogeg, forgets the reason for his ruling, and then acts upon his ruling, saying, "I am acting in accordance with whatever reason I used for the ruling," he is considered a Shogeg. Even though it is possible that he would have retracted his ruling had he remembered the reason for it, he brings a Par.
