SUMMARY
A person may swear to keep a Mitzvah in order to motivate himself. (1) A vow to arise early in order to learn a Perek or a Masechta is a valid vow. (2) If a person says to his friend, "Let us get up early and learn a Perek," he should be the first to get up. If a person was excommunicated in a dream he must find ten people who teach Torah to release him from his vow. (3) If a specific person excommunicated someone is his dream it is not sufficient for that person alone to release him. (4) If a person was excommunicated and subsequently released in his dream he still needs to be released by ten people. (5) A husband may be an agent for his wife to express her regret of her Neder to the Chacham. (6) It is forbidden for a student to release someone from his Neder in the vicinity of his Rav. A student may release someone from excommunication even in the vicinity of his Rav. One individual may release someone from excommunication if he is a Mumcheh. In the next world there is no Gehinom; instead the sun will shine brightly without its protective sac and the strong rays will punish the Resha'im and reward the Tzadikim.
A BIT MORE
1. Even though each person already swore on Har Sinai to keep all the Mitzvos the Shevu'ah serves the purpose of motivating a person to do the Mitzvah. 2. Even though it is a Mitzvah to learn Torah and each person already swore on Har Sinai to keep all the Mitzvos, a person can fulfill the Mitzvah simply with his recital of Keri'as Shema twice a day. 3. Because it is possible that he was excommunicated through Shelichus from Hashem and therefore he must be released by ten people because the Shechinah is present in the presence of ten people. 4. Even though a person who places someone in excommunication may release him from it as well, in this case since he was excommunicated in a dream maybe this person was an agent from Heaven to excommunicate him but not to release him. 5. Every dream is at least partially false therefore maybe the excommunication is true but the release is false. 6. However it is only permitted if he finds three people already gathered together. If he has to gather the three people together he may not be an agent for his wife because we are concerned that since he had to go through the effort of gathering them together he will overstate the words of regret of his wife.

LEARNING TORAH A vow to rise early in order to learn a Perek or a Masechta is a valid vow. Even though it is a Mitzvah to learn Torah and each person already swore on Har Sinai to keep all the Mitzvos a person can fulfill the Mitzvah simply with his recital of Keri'as Shema twice a day. The Ran says that certainly a person is not Yotzei his obligation to learn Torah by reciting Keri'as Shema because our sages teach us that the words of Torah shall be fluent in one's mouth and that is impossible unless one is constantly learning Torah. However, since it is not explicit in the Torah that one must learn Torah constantly, the Shevu'ah is valid.
QUICK HALACHAH
A NEDER FOR A MITZVAH If someone says that he will learn a Perek it is as if he made a Neder to give Tzedakah or to do any other Mitzvah and it is a valid Neder. The Ran says that a Neder to do a Mitzvah is not valid, however a Shevu'ah to do a Mitzvah is valid. (Gra)
