SUMMARY
A Stam Nezirus is for 30 days. If the hair of a Nazir is shaved he must recount thirty days. (1) If a Nazir cuts his hair with a razor, or with an ointment, or pulls it out by hand he is punished with Malkus. (1) Hair grows from its bottom and therefore if the hair of a Nazir is shaved and enough hair is left so that the tip can be bent to its root he must recount thirty days. (2) According to Rebbi Eliezer if the hair of a Nazir is shaved on the last day of his Nezirus, if enough hair is left to that the tip can be bent to its root, he does not have to recount. (3) According to Rebbi Eliezer a Nazir who becomes Tamei on the last day of his Nezirus may bring his Korbanos Taharah after 7 days. (4) It takes seven days for hair to grow enough so that the tip can be bent to its root. Rebbi Yoshiyah says that if the hair of a Nazir is cut without a razor it is a transgression of a Mitzvas Aseh. (5) REBBI Yonasan says that there is no prohibition for a Nazir to cut his hair with anything other than a razor. According to REBBI Yonasan if a Nazir shaves his hair with a razor it is a transgression of both a Mitzvas Aseh and a Mitzvas Lo Sa'aseh.
A BIT MORE
1. If he pulls out the hair from its root he is punished with Malkus, however if he pulls it out only partially he transgresses a Mitzvas Aseh but is not punished with Malkus. 2. Since he shaved the hair that was in existence at the time he became a Nazir he must recount thirty days. 3. If on the last day of his Nezirus all of his hair was shaved he must recount seven days. 4. As soon as he becomes Tahor he may bring his Korbanos Taharah. 5. However if the hair is ripped out from its root it is a transgression of a Mitzvas Lo Sa'aseh and he is punished with Malkus.

BRIEF INSIGHT
SHAVING WITH A RAZOR Tosfos says that the Tana of the Mishnah, the Tana of the Beraisa and Rebbi Yoshiyah agree that a Nazir is punished with Malkus if his hair is cut from the root even if it was not cut with a razor. However if the hair was only partially cut, if it was cut with a razor he is punished with Malkus but if it was cut with anything else it is a transgression of a Mitzvas Aseh.
QUICK HALACHAH
ONE HAIR A Nazir who shaves one hair is punished with Malkus whether he cuts it with a razor, or a scissors, as long as he cuts it from its root. So too if he pulls it out with his hand he is punished with Malkus. Both the person who shaves him and the [Nazir] who allows himself to be shaved are punished with Malkus. If enough hair is left to bend the tip until the root he is not punished with Malkus because it is not similar to a razor. (Rambam Hilchos Nezirus 5:11)
