Doesn't Rashi contradict himself when he first defines Korbanos as those of the Tzibbur, and later as those of a Yochid

The Kollel replies:

The first time (on the word "Tzivah") Rashi learns public Korbanos, because that is most similar to the Milu'im (Ritva) and also is based on "Tafasta Merubah Lo Tafasta" (assume the lesser Chidush).

The second time, it is obvious from the continuation of the Gemara that we're speaking about private Korbanos. The Gemara talks about not having a Kavu'a Z'man, a set time (Rashash). Also, Rashi explains that "l'Chaper" is written by many private Korbanos. (When Rashi writes "private," whether it means excluding public or it means private and certainly public is a matter of discussion.)
