Malbim: If you will say that the primary punishment is on man, and since domestic animals are in man's Reshus and they are his acquisition, therefore they are eradicated with man, for it was decreed that his animals and acquisitions perish, still I will call to (question) You (refer to 1:19:3:4).

Did fire consume the dwellings?

Radak (19-20): When the locusts passed through the places of grass in the Midbar, they dried as if fire consumed them.

What are "Ne'os Midbar"?

1.

Rashi: Ne'os is an expression of Naveh (dwelling).

Radak (19-20): Shepherds' tents are called Ne'os. There is an Aleph in place of the Vov (Naveh). They dwell in the Midbar, even though it is far from civilization.

Targum Yonasan: Darvas Madbera. Radak - Darvas is an expression of Dirah (dwelling) or Dir (pen), e.g. 'animals enter the Dir to be tithed' (Bechoros 9a).

Malbim: These are places far from civilization of man. (You cannot say that they were destroyed due to man!)
