What do we learn from "Go'er ba'Yam va'Yabeshehu"?

Rashi: This is like the simple meaning (He scolds it). It refers to the nations 1 , who are compared to water ? "Le'umim ki'Sh'on Mayim Kabirim Yisa'un" (Yeshayah 17:12).

Radak: The sea is an awesome creation, and when He wants, He dries it, like He did to Yam Suf. Surely He can do to the kings of Ashur like He desires! Ga'arah is an expression of a master scolding his slave. "Va'Yig'ar b'Yam Suf va'Yecherav" (Tehilim 106:9). He changes nature and conduct ? all the more so He can make one nation rule over another to destroy it, which is not the opposite of nature and conduct!

Malbim: The verse depicts that Hashem will destroy both in the sea and on the land. When there is a flood and clouds cleave, rivers are full and they spill into the sea. Hashem will do the opposite ? even though the earth was flooded, the rivers will be dry. Their water will not spill to the sea, and the sea will dry.

Why does it say "v'Chol ha'Neharos Hecheriv"?

Rashi: Here he prophesized that in the future, Hashem will make Nebuchadnetzar king in the days of Yehoyakim, and Ashur and all the lands will be victims to the sword.

Radak: If Hashem has strength and ability to reverse the sea's nature, all the more so for rivers, which are not awesome like the sea. He can dry them, opposite their nature, like He did to the Yarden. Also without reversing nature, when He withholds rain from Shamayim, the rivers dry.

Why does it specify "Bashan" and "Karmel"?

1.

Rashi: They were good dwellings.

Radak: They are pastures.

Why will they be "Umlal"?

1.

Radak: When rain is withheld, pastures are impoverished; there are no herbs, grass and vegetables.

Malbim: It is due to the storm and hail. All grain fields and flowers of trees will be cut off ? "Kol Hashem Al ha'Mayim Kol Hashem Shiver Arazim" (Tehilim 29:3, 5).

What is "Perach Levanon"?

Rashi citing Yuma 21b: These are choice fruits of gold that Shlomo planted in the Beis ha'Mikdash (they used to give gold Peros); when the Bavliyim entered the Heichal, they dried.
