Why does it mention that these were their kings before there was a king from Yisrael?

'Rashi' citing Bereishis Rabah (83:2): R. Eibo said, [only] before there was a king in Yisrael, there were kings in Edom. R. Yosi bar Chanina said, when one of them establishes kings, the other establishes judges. When one establishes chiefs, the other establishes princes. R. Yehoshua ben Levi said, Edom established these eight kings, and also Yisrael 1 . I ('Rashi') ask, there were more! Rather, there were eight in Edom before David 2 .
