Why does the Torah place Naftali after Gad and Asher (his paternal brothers) and not after Dan, his full brother, and Asher before his younger brother, Gad?
R. Bachye (on Pasuk 10): The Torah places Asher after Dan, because Asher will encamp next to Machaneh Dan - in order to light-up his darkness. 1
Oznayim la'Torah: To stress the fact that, as opposed to the sons of Le'ah and of Rachel, who were divided into two Degalim, the sons of Bilhah and of Zilpah were on the best of terms and could therefore be placed together under the same Degel as if they were maternal brothers as well as paternal ones (and to demonstrate the peace that reigned among them, that they did not object at a younger brother being mentioned before an older one).
Seeing as Dan carried with them the image of Michah (Avodah Zarah) and Asher's land was destined to produce olive-oil (which illuminates). See R. Bachye on 2:1 page 14.
