Radak: Also Targum Yonasan and Targum Onkelos say so. (Surely he refers to Targum Onkelos ('b'Dil d'Sitzlechun' on Devarim 29:8 ("l'Ma'an Taskilu"). I do not know why Radak cites it in the singular.

Why does it say "b'Chol Asher Telech"?

Malbim: Even those laws of etiquette based on intellect, which bring benefit, encompass only general rules, but not every detail of conduct. Mitzvos of the Torah teach the correct path in all ways.
