What do we learn from the verse?

Malbim: Both when the Keruvim go, i.e. according to the Ma'arachah, and when they fly (above the order of the Ma'arachah), the Ofanim do not turn from them; they must go according to the Ru'ach of the Chayos over them, who override the Ma'arachah.
