What is this Pasuk coming to teach us?
Rashi: It teaches us that one may only swear by Hashem's Name if one fears Him, serve Him and cleaves to Him.
Having already taught this in Va'eschanan 6:13, why does the Torah repeat it here?

Why does the Torah add "u'Vo Sidbak" here, but not in Va'eschsnan 6:13?

"u'vi'Shemo Tishave'a". Having already taught us this in Va'eschanan 6:13, why does the Torah repeat it here?
R. Bachye: To teach us that it is sometimes a Mitzvah to make a Shevu'ah - such as Eliyahu ha'Navi - who swore in his zealousy that there would be no rain, 1 and Choni ha'Me'agel, who swore that he would not move from the circle that he drew until Hashem sent rain. 2
R. Bachye (according to Kabalah): With reference to 10:20:1.01:2 - It is a Lashon of ?Shiv'ah' (seven), and it refers to the seven Midos from Chesed to Malchus. 3
