What is the meaning of "Tov Ish Chonen u'Malveh"?
Rashi: He gives to the poor and lends to them. He is not exacting to say 'I do not have the ability.'
Radak: This discusses the Midah of a straight person - the Midah of Tzedakah. Tov Ish is like Ashrei ha'Ish (1:1). Chonen is one who gives to the poor. He lends to pious Aniyim who will not take a gift.
Malbim: In addition to fearing Hashem in Mitzvos Bein Adam la'Makom (mentioned above), he conducts properly Bein Adam l'Chavero; he bestows Chesed.
What is "Yechalkel Devarav b'Mishpat"?
Rashi: He conducts his property, and finances his needs for food, drink and clothing (and does not indulge in excess); he is concerned for his property.
Radak #1: All his gifts and expenditures are proper. He does not totally separate from pleasures and desires of this world, nor does he increase them. Rather, he has a middle Midah. Also when giving to the poor, he does not give so much that he will need to take from people.
Radak #2: This refers also to other Midos, such as love, hatred, Simchah, worry, generosity, stinginess, courage, fear and similar Midos. He adopts a middle path, what is proper for him.
Malbim: He does not do injustice against Mishpat and straightness.
