What is the connection of the two halves of the verse?

Radak: Since You will save me from Zedim, I can engage in Your Chukim, and You will teach me and help me to understand them.

Malbim: Chukim are hidden matters, and secrets of the King of the world. Based on letter of the law, You need not teach them to me. Do so amidst Chesed!
