Why does it say "Megaleh Amukos Mini Choshech"?

Malbim: This is a metaphor, as if the darkness of this world dwells in dark depths below the water. Via the flooding rivers, this reveals the deep places and removes them from darkness. I.e. the deep counsels that were hidden in the hearts of the lowest of the nation, bitter people who want to kill the rich and steal their money, will be exposed. Darkness and murder are with it.
