What is the meaning of "va'Afitzem"?

Radak: I will spread them quickly, like straw flies quickly in a [strong] wilderness wind. So I will spread them in the Midbar. I.e. I will remove them from their cities to a far place, like the Midbar. Also, there is a Midbar between Yerushalayim and Bavel.
2.
Malbim: I spread them; do not say that it is chance.
