What is the meaning of "ha'Yarden u'Gvul"?

Radak, Rashi (27 1 ): Targum Yonasan is 'the Yarden and its Techum', i.e. the cities on its bank.

Why did Rashi wait to explain these words until verse 27? Perhaps indeed, he explained here, and it was mistakenly put on verse 27. (PF)
