Rashi: He afflicts. This is like "va'Yoda Bahem Es Anshei Sukos" (Shoftim 8:16). Radak - this is Hif'il, like "v'Almanah Lo Yeyetiv" (Iyov 24:21). Hashem is elevated, and from afar, i.e. Shamayim, which is far from the land, He makes His ways known to people. They will know that He sees them.

Radak: He will break. This is like "va'Yoda Bahem Es Anshei Sukos." Hashem is elevated, and sees the lowly and benefits him, and breaks the high and haughty.
