What is the meaning of "ha'Mutza'im"?

Rashi: They were found in captivity, and they brought them here.

Radak: They were taken from Yerushalayim to exile them to Bavel.

Malbim: They are found in Galus. They were left over via Hashgachah, for two reasons. (a) Refer to 14:22:5:1. (b) Those exiled with Yechanyah were pained that they were exiled earlier. Now, they will see that had they remained in the land, they would have corrupted their ways. Tzidkiyah's generation were Resha'im. This is like Chazal said 1 , it was good [for Yisrael] that "he'Charash veha'Masger" (Melachim II, 24:16) were exiled with Yechanyah before [the Churban].

Sanhedrin 38a: It was Tzedakah to bring the Churban while [the Chachamim] exiled with Yechanyah were still alive.

Why does it mention "Banim u'Vanos"?

Radak: Above it said "Im Banim v'Im Banos Yatzilu" (16) ? in Yerushalayim, children will be saved. Even the Resha'im, not all will die. Some minors (but not all) were killed or died of hunger, and even among the adults, some were saved from death and were exiled.

To whom is "Hinam Yotze'im Aleichem" said?

Radak: It is said to Bnei ha'Golah. Those who are saved in Yerushalayim are going to Galus; they are coming to you in Bavel.

What are "Alilosam"?

Rashi: Their deeds.

What is the significance of seeing their ways and deeds?

Radak: You will see them, and recognize that they were stricken justifiably, and what I left over was due to My Midah of mercy. They are still in their evil; they were not humbled from all that they did. They are the remnant that remained with R. Yochanan ben Kare'ach and his cohorts. They did not heed Yirmeyah's words from Hashem, and went to Egypt 1 .

Why does it say "v'Nichamtem Al ha'Ra'ah"?

Radak: Seeing them in their evil will be consolation for you, that I properly brought all [these punishments] against Yerushalayim.
