Why does it say "Retzon Melech l'Eved Maskil"?
R. Yonah: A king's desire and fondness is only for a wise servant. Also Hashem is pleased only with the wise, who do His Mitzvos amidst love and fear of Him. He does not desire those who do Mitzvos to glorify themselves, or "Mitzvos Anashim Melumadah" (Yirmeyah 29:13). They will receive reward for their Avodah.
Malbim: Maskil is zealous in his work, and does it with Sechel, considering the purpose. Via him, the supreme King is pleased.
Why does it say "v'Evraso Tihyeh Mevish"?
R. Yonah: A king is angry at a shameful servant, even if he serves him.
Malbim: Mevish delays, and does not consider the purpose. Due to him, the king is angry at all his servants. Evrah is anger also at those who did not sin. One should view the world as being half Zakai and half liable. If he merits, he is considered a Tzadik, and can cause the entire to be vindicated! If not, he can make the world liable!
