Why does the Torah say "Es Asher Tasig Yado"? The previous Pasuk said "me'Asher Tasig Yado"!

Moshav Zekenim: Our Pasuk teaches about one who was poor from the beginning. "Me'Asher?" teaches about one who was rich when he healed, and now he is poor (also he brings Korban Oni).
