Radak (15): After three days they despaired. On day seven they told her to entice him. She was crying about this all seven days, even before they commanded her. He did not tell her until day seven, when she irked him amidst their threat to burn her.

Why did he tell her on the seventh day?

Malbim: There was only one day left. He thought that she can keep it a secret for one day. 1

Perhaps it was to better 'justify' his killing 30 Pelishtim to take their outfits. Had he told her earlier, and the Pelishtim gave the answer days later, it would not be so obvious that she told them. (PF)
