Radak: He will cast them down from the rock. This curse applies to their judges, who are their leaders. They do not prevent them from going on bad paths, rather, they support them in this!

Malbim: Via Sela ha'Machlekos (refer to 141:5:3:3), their judges slipped away from me, and they could not harm me - "va'Yashav Sha'ul mi'Rdof Acharei David" (Shmuel I, 23:28). The rock divided them, and they could not come close to him.
