Malbim: Yes. Hashem supports the humble and lowers Resha'im, even if this is against their Mazal. This shows His strength and Chachmah!

Does Hashem always lower Resha'im? We find Resha'im who succeed!

Radak: Now, Hashem does not always lower Resha'im. In the future, He will do so absolutely - "v'Es Kol ha'Resha'im Yashmid" (145:20).
