Radak: It is Shamayim. It is called Ohel, for it is spread like a tent.
What is "Har Kadshecha"?
Radak: It is Har ha'Moriyah, where the Beis ha'Mikdash [will be], the most honored place in the land. It is called also Heichal - "Hashem b'Heichal Kadsho Hashem ba'Shamayim Kis'o", "Yishma me'Heichalo Koli" (11:4, 18:7).
Malbim: It is in front of His Ohel.
Someone who fulfills what follows, will he live in Hashem's dwelling?!
Radak: His Neshamah will be there after his death.
Malbim: He is Hashem's servant who stands in His Chatzeros, and dwells temporarily in His Ohel. He is proper to stand in front of Him.
