Why is Hashem far from Resha'im?

1.

R. Yonah: This refers to verse 28. Because Resha'im's mouths express evil, and they put fear on people, Hashem is far from them.

2.

Malbim: Hashgachah is drawn after people's deeds. One who distances from Hashem, He is far from him. One who comes close to Hashem, He is close to him. Resha'im distance themselves from Him!

Why does Hashem hear Tzadikim's Tefilah?

1.

R. Yonah: They constantly strive to make their hearts submissive. "Karov Hashem l'Nishberei Lev", "Ta'avas Anavim Shamata Hashem" (Tehilim 34:19, 10:17). We see from this verse that from the reward of those complete in this Midah, will be divided among those who strive to reach it.

2.

Malbim: "Karov Hashem l'Chol Kore'av" (Tehilim 145:18). Do not ask that if so, Hashem changes according to the Tefilah. When a person comes close to Hashem, He is close to him; there is no change in Hashem.
