How do we explain "Yir'as Hashem Musar Chachmah"?

R. Yonah #1: "Musar" is Samuch to Chachmah. It obligates Chachmah. That Musar is the foundation of Yir'as Hashem.

R. Yonah #2: The prefix Beis is omitted (it should say Yir'as Hashem b'Musar Chachmah), like "Ki Sheshes Yamim 1 " (Shemos 20:10). Via Musar of Chachmah in fixing Midos, people reach Yir'as Hashem.

Malbim: Chachmah needs Musar - "Lada'as Chachmah u'Musar" (1:2). There are two paths - of Chachmah and folly. The Yetzer of the heart always illustrates like the latter. One must afflict the powers of the Nefesh to rule over the images of the heart and subdue them to Chachmah. This is called Musar. The Musar is Yir'as Hashem. He pictures that a great king stands over him, sees his actions and seeks from him reckoning [of his deeds]. This afflicts the powers of the Nefesh.

How is humility in front of honor?

Rashi: Humility causes honor to come.

R. Yonah: Humility is one of the Musarim. The verse mentions it, for humility is greater than all of them (good Midos - Avodah Zarah 20b). Also this verse explains the great level that one reaches via Musar, therefore it is proper to dwell amidst Chachamim "Ozen Shoma'as Tochachas Chayim" (31).
