R. Yonah: This explains why "Zevach Resha'im To'avas Hashem" (8). He despises it, for their way is an abomination. Their Derech is their Midos and conduct.

Malbim: Just like in a good deed, the intent is primary and not the deed itself, so with evil. Not only does Hashem hate the evil act - also the path to evil, via which he approaches evil, is an abomination to Hashem. He goes in the way of pride, vengeance and cruelty, and his Nefesh desires evil. This is worse than the sin itself, for it sprouts from bad natures of the Nefesh. This is worse than the deed, which is the body's action. So the Rambam explained why thoughts of sin are worse than sin.

R. Yonah #1: He pursues and seeks good deeds; this is his primary toil in the world. His efforts for his food are secondary.

R. Yonah #2: Whenever there is a Dagesh in such a verb form], it is Po'el Yotzei (it acts on others; he causes others to pursue, like "Meradef Amarim Lo Hemah" (19:7).

R. Yonah: This is why "u'Sfilas Yesharim Retzono" (8) - because their deeds are accepted and beloved.

Malbim: He pursues Tzedek amidst great craving for it, even if he does not reach it. Hashem loves him, for the Nefesh's intent is primary.
