What is the meaning of "Vehizartem es B'nei Yisrael "?

Yerushalmi Horahyos 2:5: It means to warn Yisrael that, in the evnt that the woman becomes a Nidah during intimacy, her husband should not separate immediately, but wait until the Eiver Tashmish becomes limp.
