What is the meaning of "va'Yikrav ha'Melech Al ha'Mizbe'ach"?

Radak #1: Va'Yikrav is Po'el Yotzei (like v'Hikriv); he offered Korbanos on it 1 .

Radak #2: It is Po'el Omed. It is as if it says El ha'Mizbe'ach (he himself came close to it).

Why did he himself offer?

Malbim: This was to totally deny the law of Kehunah. He also totally denied Avodas Hashem via offering on a second Mizbe'ach 1 .

Why is this a total denial? The Torah itself commands to have two Mizbechos in the Mikdash! (PF)
