Menachos 92a expounds "v'Chiper Es Mikdash ha'Kodesh" - the Kodesh ha'Kodoshim; "v'Es Ohel Mo'ed" - the Heichal? "Yechaper" - the Azaros, Verse 20 already taught the Kaparos of the Haza'os. And what Kaparah was for the Azaros?

Moshav Zekenim: Shirayim of the blood is poured on the Yesod of the Mizbe'ach in the Azarah (to atone for Tum'ah there - PF). 1

Rashi (Chulin 131b): Blood of the bull and of the goat atones for Tum'ah in these places, for Kohanim and Yisraelim, respectively. 2

Moshav Zekenim: The verse teaches that Yom Kipur itself atones, even without the goat or blood.

Moshav Zekenim: This is wrong. The verse connotes that it discusses the the inner Mizbe'ach. Also, Azaros is plural, i.e. Ezras Kohanim and Ezras Yisrael. There was no Mizbe'ach in the latter! Also, we learn Shirayim from elsewhere (Zevachim 51a)!

Moshav Zekenim: This is difficult, for the Gemara on the first Mishnah in Shevu'os discusses for what the goat atones. According to Rashi, our verse teaches this!
