QUESTIONS ON RASHI

Rashi writes: "'As an eternal inheritance' - [Only] there, [in Eretz Kena'an,] I shall be your G-d." How do we know that this relationship is dependent on settling the Land?

Gur Aryeh: HaSh-m already promised in the previous verse (17:7), "to be a G-d to you, and your children after you." It is repeated in this verse to make it dependent on Eretz Yisrael.
2)
Rashi writes: "... but one who lives in Chutz la'Aretz is as if he has no G-d." What does this mean?

Gur Aryeh: All other lands were given over to the charge of angels; only Eretz Yisrael is the land that HaSh-m specifically oversees, to help and assist those who live here (see Devarim 11:12).
