Malbim: For a Rasha, his Nefesh does die with the body; their light extinguishes. This answers Rasha v'Tov Lo 2 .

Why did he add "v'Lo Yigah Sheviv Isho"?

Malbim: When a fire is displaced from a lamp, normally it returns several times to the wick and burns again. However, after a Rasha's lamp extinguishes, the fire will not return. I.e. his Nefesh is cut off, and will not return to see the light of life.
