What is the significance of Chachmah coming in the heart?

1.

Malbim: Through Divine help, he reaches the level of Chacham Lev. The laws of Chachmah are fixed in his heart to the point that the desire of the heart does not oppose the laws. They became second nature in his heart. The heart always hints to the ruling power in man. If Chachmah becomes rooted there like a strong person, the heart ceases to fight against Chachmah.

Why does it say "v'Da'as l'Nafshecha Yin'am"?

1.

Malbim: For other people, Da'as comes with great bitterness and toil via many doubts. If you reach Da'as Elokim, it comes pleasantly and easily via Ru'ach ha'Kodesh.
