Rashi: From His Kadosh Heichal, where He dwells. Radak - from the house in which the Aron was; the Kavod is there. From there He will send your help in war.

Malbim: It is from Shamayim.

Why does it say "mi'Tziyon"?

Radak: The Aron was in Tziyon. And so it says "Mi Yiten mi'Tziyon Yeshu'as Yisrael" (14:7).

Malbim: From Tziyon will be a support for the help you will receive "mi'Kodesh" (from Shamayim).
