Ramban: Initially, Moshe asked permission to travel through the towns via the main roads, avoiding the fields and the vineyards. Now they asked to travel on the major highway that led to Eretz Cana'an.
Seforno: They countered the king's reply 1 by pointing out that his reason would only be applicable if they would pass through inhabited areas, but not if they would restrict their passage to the highways, in which case there was no reason to risk conflict.
Moshav Zekenim: Initially, Moshe asked to travel on a wide road. Now they asked to go on a narrow path through mountains, where there are no fields.
