What hppened to Balak's promise "Ki Chabed Achabedcha Me'od" (in Pasuk 17)

Oznayim la'Torah: He made that promise - and hinted it again in Pasuk 37 - when he believed that Bil'am would curse Yisrael outright. But now that Bil'am informed him that this was not the case, 1 his attitude towards him changed; He did not even invite him to eat with him, and he sent him and the princes who accompanied him only one sheep and one bull.

QUESTIONS ON RASHI

Rashi writes that Balak slaughtered only one bull and one sheep. What is his source - bearing in mind that "Bakar" and "Tzon" are also collective nouns?

Moshav Zekenim and Riva: Elsewhere, it says "Bakar Esrim u'Shnayim Elef?." and "va'Yizbach Shor u'Meri ve'Tzon la'Rov" (Melachim 1:8:63, 1:1:19). Here it does not say a number, and not la'Rov, so it was a small amount. 1
