Radak: "Va'Ere" applies to everything until "va'Taka Nafshah me'Aleha" (18).

Malbim: The reason for all of this is because she became Temei'ah. Even though they did not do [idolatry] in public, like the 10 tribes did, "mi'Kol Zenusah va'Techenaf Es ha'Aretz" (Yirmeyah 3:9), Hashem saw that both have one path; they veered from Hashem like the 10 tribes did.
