Whom does this address?

Rashi: It addresses the residents of the land.

Radak: It addresses Edom, Yishmael and others who inhabit the land and rule over it, and Yisrael are in Galus among them. Do not think that the affliction will be only for Yisrael. It is also for all of you. You think that you will be masters over the land and dwell in it - you will be relocated from it! Every nation will be moved from its place, and Yisrael will be saved from the affliction. Those Tzadikim will be written for life, but you will not escape.

What is "Pachas"?

Rashi: It is a hole in which one can fall, like it explains.

Malbim: The verse hints to several punishments and afflictions that will come one next to the other. It gives a metaphor of trappers. To trap Chayos, they dig Pachas (a big pit) into which the Chayah will fall when it goes there. On one side they put a snare in which it will be trapped when it tries to leave. To make it fall in, they chase it with dogs and scare it, to make it flee. It falls in the pit and is caught in the snare. So the afflictions of Yisrael, one causes the next.
