What is the grammatical form of "be'Hareg"?

Radak: This is like b'Hehareg. There is a Tzeirei under the Beis due to the omitted Hei. It says also Hereg (the gerund) after the verb to strengthen the matter, like "Lema'an Tevo'ach Tevach", "Betzo'a Batza" (21:15, 22:27) and similar verses.
