Why did the Nesi'im not prticipate in the census, as they did in the first census in Ki Sisa?

Oznayim la'Torah: Following the pople's complainqt against Pinchas that he killed a Nasi in Yisrael - raising the Kavod of a Nasi above that of Hakadosh-Baruch-Hu, Hashem precluded them from the current census to teach them that where there is Chilul Hashem there is no Kavod Nasi. 1
