Why were they Somech on the goats?

Malbim: This is like "v'Samchu Ziknei ha'Edah"; the king and two of the Sanhedrin are Somech; R. Shimon holds that five are Somech. Targum Yonason and the Yerushalmi say that the Nesi'im of the Shevatim are Somech.
