Why does it say "Yisa"?

Rashi: This is an expression of a Shevu'ah. Radak - he will bear [the name of] Hashem in his mouth, like it says "Lo Sisa Es Shem Hashem Elokecha la'Shav" (Shemos 20:7).

What is the meaning of "Lo Ehyeh Chovesh"?

Rashi: I will not (Rashi Chagigah 14a - I do not 1 regularly) learn in the Beis Midrash.

Rashi #2: I will not be a judge, who incarcerates the litigants in jail.

3.

Radak: Chovesh is a ruler, who incarcerates those who transgress his commands - "ha'Af Sonei Mishpat Yachavosh" (Iyov 34:17).

Malbim: In early days, appointment to be a leader was honor and glory. Brazen people were not common. Now, I will not be a leader, only a Chovesh (policeman who incarcerates people in jail), for many are brazen.

Why does he say that he does not have food or garments?

1.

Rashi #1: [Because I do not learn in the Beis Midrash,] I do not have taste (understanding of) Mishnah or Agadah 1 .

Rashi (6): You wanted to make me a leader because you thought that I have a garment to clothe the naked, or food to supply to you. (I do not have them!)

3.

Radak: This is why I am not proper to be a leader. Even though I appear outside with this garment, my house is empty. This shows the great poverty - even those who appear [rich] outside, their houses are empty.

4.

Malbim: This is another reason he rejects appointment, lest he need to neglect his affairs due to judgments and quarrels of the nation, and his house will be empty of food and garments.
