Why does it say "El Mi Damisa Kachah"?
Rashi: You, Pharaoh ? which trees of Eden do you resemble, to be as great as Ashur in honor and grandeur? You saw that I brought him down to the grave ? also you I will bring down with Atzei Eden ? other strong kings.
Radak: This addresses Pharaoh. If you think that you resemble Melech Ashur in your grandeur ? he was a cedar of Levanon ? Ashur fell, and also you will fall!
Malbim: This concludes what it said above "El Mi Damisa b'Gadlecha" (2). If you will resemble Ashur, for so are you in honor and grandeur among Atzei Eden (kings who died), also you will descend to Eretz Tachtis with him and the other kings. You will not resemble him just for grandeur, rather, also for descending to She'ol and being known there.
What do we learn from "v'Huradta Es Atzei Eden"?
Radak: Just like they fell, and other kings descended, also you will fall to Eretz Tachtis.
What is "Eretz Tachtis"?
Rashi: It is Gehinom.
What is the significance of "b'Soch Arelim"?
Radak: They are Arlei Lev (uncircumcised hearts). This is like Targum Yonasan 'liable'.
Why does it say "Hu Pharaoh"?
Radak: This is like Atah Pharaoh; verses often switch between second and third person, e.g. "Shim'u Amim Kulam" (Melachim I, 22:28).
Why does it add "v'Chol Hamonah"?
Malbim: You will descend with your multitudes, and all will say 'this is Pharaoh and his multitudes.'
